Can I use proxy to play games that I already bought?

VPN's are banned on Steam. There's some discussion on whether you can use VPN servers that are in the same country as you live. But it's better to avoid them all together.

Ok. I understand.
The game just takes its proxing normaly from IE (even at offline mode). Steam still detects my location as it is but I think its own browser uses IE settings for surfing.

Is it possible to exclude steam adresses from proxing? I wonder how many adresses I have to add as exclusions though.
