That's the thing, I own Shogun 2 but I don't own app 201270 - I own this:

The DLC's SteamDB entry marks appID 34330 as its parent but requires the user to own appID 201270. I'm presuming that's the root of the problem.
Edit: Interesting. That link shows as an error to me despite my having copied and pasted it directly from the relevant store page on my own client. It definitely looks like the game's store profile is busted in some way.
Unlike @osaxono, I don't have the "Shogun 2: Fall of the Samurai", but I do own the "Dragon War Batlle Pack", wich also requires the game Shogun 2!
