The Crew is one of the racing games I usually recommend. I'm not sure if the free trial is still available, but if it is, I think you should give it a try.

On PS2 you also have Pro Race Driver (2P + 4AI) and Shox (2P + 2AI I think).
I'm also looking for multiplayer racing games with AI rivals (wheel support, oldish games, PS2 or PC)
I have to add that PRD on PC has 2P + 6AI (2AI drivers more than on PS2). It's abandonware and easy to find for download and runs OK on W10, but requires some manipulation of the .exe file to run on 16:9 resolutions.
GRID 2 has 2P + 10AI. You can play on split screen or LAN with two computers + two displays. On LAN each drivers gets a full display, but if you play multiple races the AI drivers' points don't accumulate, it's a bit hard to explain. GRID 2 is abandonware too. Runs fine on W10, but you need Goldberg Emulator (emulates Steam for the game) so that the LAN features can work.
