Fix:
i found that the steam videos enlarge based on your display settings. So if your using a 4k monitor but have it set to 150% so you can see easier, you will need to turn it back to 100% so the video plays full screen and doesnt chop parts off.
Thanks, but to be clear this is a workaround not a fix. Valve still need to fix the actual bug.
I'm using a 4K TV for gaming, but I need windows scaling options or the Steam UI is not usable at all.

This is a bug in Steam, it is not properly taking into account that scaling factor. This is quite silly since every other program on my system works fine. Browsers like Chrome don't fail to display youtube videos properly for instance.
I think this is a matter of Valve deciding not to fix this bug since they don't officially support 4k monitors, which perhaps saves them some engineering effort I suppose (read: $$$), but as an engineer myself I don't appreciate what appears to me to be just simple laziness, and is of course frustrating for those of us facing the issue. I can't imagine there are 0 people at Valve using 4k monitors at work? Are they not even using their own software? (steam?)
A workaround is to set windows text scaling back to 100%, but that is no solution at all since it means all the text on my system will be teeny-tiny.
oh i see... well i have mine set to 125% and looks fine and readable on my 4k tv, i didnt see the need for them to be 150% as they were way to big looking.
so i guess having mine on 125% i dont see the issue you guys are talking about, im sitting about 8-10 feet from my tv tho.
It's possible it doesn't happen on every system, so either you are lucky to not have the issue, or I wonder if you just didn't notice the clipping problem? When you go fullscreen on a video, does the video content extend from the far left to the far right of your screen? Or do you see a black margin on the right side?
If you aren't seeing this problem at all, then I'm very curious what is different about your system vs. those of us who do see the issue...
ya just checked to make sure, but i have no black bars, its fullscreen and when going back and forth from non-fullscreen to fullscreen i can see the whole picture in the video.
i would also like to know what settings are causing your (others) issue.
i changed the desktop res to 4k and still didnt see your issue while using 125% scaling, had fullscreen video in steam with no clipping/black bars.
not gonna try 150% as it will ask me to reboot my pc.
i dont see any option in "interface" that matches what you asked.
But both of these make everything too small so its not usable (i have 28' monitor)
im still wondering how you guys have that option, its not an option in my steam settings...
