Steam Downloading at 0 Bytes/s

Every SINGLE TIME I start an update steam will download at my normal speed then about 2 seconds after starting the download it will shoot down to "downloading" at o Bytes/s. I've tried changing my region and restarting, I've tried uninstalling then reinstalling steam, can't seem to fix it. It's a steam issue, all of my other programs download at my normal download speed including chrome. I've tried an online tip to enter this "sc config "DiagTrack" start= disabled" into my command promt and still not working. Not sure what else to try.

My max is about 3.8mb/s and it doesn't download, I've waited for hours for a 200 mb thing to download
