Unable to register phone number on Steam

Hello, I moved from the US to Canada. I got a new phone number through one of the big cellphone companies out here in Canada, and am trying to register it on my steam account. However, I get this message when I try to do so, "Unfortunately we are unable to accept VOIP phone numbers. Please enter a mobile number associated with a phone that you physically have in your possession.". This is NOT a VoIP number. You can even look up the number online and websites list it as a regular landline. I don't use a VOIP app to use this number, it's programmed into my Samsung as a normal cell number. I looked high and low for a way to submit a ticket on this (like to send a copy of my bill or something as proof of it being on a major carrier) and I couldn't find a way to submit a ticket. How can I make this work? Very frustrating!
