Report a translation problem
Hopefully someone will shed some light into the issue, as there is limited things that could actually affect steam to behave the way it does presenting this issue.
Go to Settings-Personalization-Colors, and disable "Automatically pick an accent color from my background".
The problem is triggered when Windows tries to notify the Steam window that it should change its color, and background cycling causes it to change automatically. Kind of sucks to disable it because I really like this function, but it's the closest thing to a workaround I've found so far. I'll look into it a bit more, maybe there's a way to make Windows not notify Steam about color changes.

For those who face this problem follow these steps:
1-"Right click" your mouse on the empty space "in desktop" and from the Drop-Down choose "Personalization".
2-On left panel youll find "Colors" click it.
3-Untick the "Automatically pick an accent color from my background" and close the tab.
Now this should fix the issue described above but with disabling a windows function, a temp fix as mentioned by Rodrigo.
Regardless, if there is any updates from Steam in this case, I'll make sure to inform you of the developments if there is a permenant fix.
