Error help

Hey,
I'm not even sure if this game has anything to do with steam but if anyone can help me it'll be great.
So i got the London 2012 olympics game, its on my desktop and everything and i try to run it and gives me this message:
london2012.exe System Error
"The code execution cannot proceed because fmodex.dll was not found. Reinstalling the program may fix this problem"
I feel like I've tried everything, I've: Reinstalled twice, tried numerous websites about what this fmodex.dll thing is, set my game to administrator, I'm struggling what to try next.
If anyone could give me any type of help it'll be great, even if this game isn't on steam <3.
