If you want to know sales on certain games, you should contact the developer/publisher of the game

They decide by themselves if a game will be on sale or not.

The next major sale is the Summer Sale (which will probably be in June), but Namco does like to have "Anime Weekends" quite a lot, so I'd say wishlist it and Steam will send you an email when it goes on sale.

That entirely depends on the publisher. If they want to participate in sale, they can decide which of their games goes on sale and for how much.
They can also say which games will not participate.
The same for DLCs.

We can not guarantee a sale, but considering the Naruto games were several time on sale the last few months, i'd expect another sale before the summer sale. Still, can not guarantee it.
