Only able to play steam games at 30 FPS average.
I'm using an RX 580 4GB graphics card with up to date drivers and have all my games optimized. But I still have the problem of getting frames at 25-31 when I use to get 90-120.

Any solutions?

2 days ago. And I'm using a I3-6100 @ 3.70 GHz. But it works really well. Well atleast it use to 2 days ago...

How long have you had that computer? Done any changes between then and now? Is it thermal throttling?

I only had this computer for about 7 months and I didn't change anything.

Yes, all my games run on 30 fps average. The non steam ones work fine.

Actually no... I only restarted my pc but doesn't that count as restarting steam?

How do I? Just click on Steam and click on Exit?

Honestly restart steam by itself just in case.
Restarted steam and nothing happened. Still running at 30 FPS.

in the amd control panel check the frame rate settings in "frame rate target control" and "wait for vscync"
and for win 10 in xbox live settings turn off dvr and all that junk if you dont use it , that can lock the frame rate to 30
in the win 10 settings>gaming i have all that turned off too , there might be a setting in there that locks frames

AMD Control Panel as in Radeon Settings? because I can't find Wait for Vsync. I clicked in Frame rate control target and I can only adjust how much FPS I want which I set all to 60.
