TOS/Sharing a Game/Gifting a Game?

So, I have a friend who's been visiting from out of country. She's really into Portal, but didn't have the time to beat it when she was visiting me. My questions are multiple:

1) Is it against the TOS to share my ID/Pass with her so she can finish her game?
2) If it is against TOS can I gift her a copy of the game (and possibly Portal 2 as well) without her having Steam?
3) If it's possible to gift someone games who does not currently have Steam, how would I do it?

1. Yes it is.

2. No. She must have an account to play them.

3. She must have an account first.

(1) Yes, account sharing is not allowed.

(2) No.

(3) Not quite - retail keys can be purchased.

It's been years since I signed up for an account, could I make her one and then give her the info without attaching my credit card? I'm shooting for a surprise. It's a cheesy surprise, but it's one she'd appreciate.
