Report a translation problem
I have already done that days ago and it does not seem to affect the situation.

"Tr" is my father (this access is okay) and "PH" is the person being a problem (not okay).

This unfortunately did not help me. My config.vdf file does not have any "AuthorizedLender" section, my computer is the only "AuthorizedDevice" listed, and only my account name and SteamID appear anywhere within the file.
Log in again.

I had my doubts as it was still ~2.3GB of files I was removing (I did leave the steamapps folder there) and so a lot of things are now updating, but the nagging lil library is gone.
I guess I'll never know how things look at the other end, but I don't have to worry about it now. Thank you again.
