You can, yes. If it is reported.

Before you publish artwork, you confirm that you've created that intellectual property.

You would have NO issues if you created it yourself.

pepe frog that you have could be challenged by the artist because he doesnt like how people are using it and it was his. most people not even asking him permission to use it/modify it. that is just one example.

Artworks you found randomly on the internet other than Steam - less likely, unless the author has a Steam account to file a DMCA complaint.

Artworks you found on someone's profile / made by someone on Steam - very likely, most artist on Steam care about the arts they make, some even went overboard naming and shaming the stealer's profile.

Though generally It's best to ask for the author's permission first if you want to reupload it. As an artist, I personally don't care as long as they don't make money out of it.

You're free to report them if you have enough evidence.

The original owner of the artwork would have a better chance of receiving a favourable outcome.

No. You're free to use anything you find for your profile pic as long as it isn't pornographic. I don't know how the hell made the pic I'm using for my profile right now, and I don't care. No one cares. It is a picture I found and I am free to use it as long as I'm not using it to make money.

If it's from Google then Nah.. unless the creator has a steam account and finds ur account with his artwork on ur Profile and then reports it... then yes.. but it's very unlikely.

You don't need a Steam account to file a DMCA claim or find it.

I suddenly found one artwork on the internet and put it on but then the maker of it reported me with DMCA. Now I didn't know he was the maker. And I removed the artwork too from my profile. Can I still get banned?

This thread was quite old before the recent post, so we're locking it to prevent confusion.
