You would have NO issues if you created it yourself.
Artworks you found on someone's profile / made by someone on Steam - very likely, most artist on Steam care about the arts they make, some even went overboard naming and shaming the stealer's profile.
Though generally It's best to ask for the author's permission first if you want to reupload it. As an artist, I personally don't care as long as they don't make money out of it.
You're free to report them if you have enough evidence.
The original owner of the artwork would have a better chance of receiving a favourable outcome.
