No, scammed items are not returned at all.
Scammed items are no longer returned starting from November 2015 (Steam Guard Mobile Authenticator release).

Why does steam thinks that reporting scam is the better way than other redemption policy. Even an account is reported by scamming, scammers can just create new accounts and run another scam. Does cases of scamming really alleviate with such policy? If i am a scammer, i don't think steam has any deterrent policy and i will just go on and scam more people. After all i can just complain about the useless policy for letting this trend exist and myself for trusting people too easy lol.

If you abide by the trading policy, you can not get scammed. Valve need not be responsible for user actions.

It's amelioration would but put into effect if users follow recommended trading practices.

We cannot individually correct the gullibility that many individuals portray.

I can articulate to you that scamming involves one party's lack of knowledge.

Recommended trading practices... https://support.steampowered.com/kb_article.php?ref=8912-WEYU-8454

Item restoration policy.... https://support.steampowered.com/kb_article.php?ref=9958-MJDG-3003

The above articles hold COHERENT points that have been EXPLICITLY stated.

It's not a policy. They put a lot of warnings that say "THIS IS A GIFT" and yet people still fall for the scams. The only way to beat scams is to have everyone educated to a level where scams won't affect anyone.

They would be making the matter even worse by potentially removing the item from unknown victims and affecting many more people than just you, the only person who made the mistake. Alternatively it would be affecting the economy if they were duped.

When the scammer providing such useful new information to an inexperienced trader like you guys did. It's unexpected to be a scam when they seems like helping an innocent new trader. I know it's my mistake but i just want to express my sadness. Hope there will be no one like me and good luck to all of you.

Calm down and take this as a life lesson not to trust strangers. What happened, happened. By getting yourself worked up over it, you won't fix it. You won't make anything better. But by staying calm, you're getting a better learning effect.

Fear and greed and powerful motivators, and they're the to most common things scammers exploit, because they work. If you don't realize that or understand that, and aren't prepared to reject those enticements then you'd be extremely vulnerable to them.

You can be brilliant and still be vulnerable to those tactics because you simply don't understand the mechanics and the why's. Experience is the great teacher, and no one is so brilliant they can overcome every obstacle without any experience.
