You can ask the developer of the game to add that emote to the game.

You mean the flag on your profile that shows after you select a country? That's just a flag icon, not an emoticon. They come from the list of countries. The source of the list of countries can be found at the bottom of this page:

Some geospatial data on this website is provided by geonames.org .

If something is incorrect on that website then take it up with them.

Emoticons are these things:. They are from games and can be sold on the market.
