The problems are
1) Your disk IO
2) Your CPU speed
You can download as fast as you want, the problem is that your disk isn't fast enough to keep up with the decompression necessary. Your CPU also cant keep up with the decompression, as well as the recreation of data file from the downloaded delta patches
Steam servers can obliterate gigabit connections. But that's not the bottle neck. The bottleneck is your disk IO and CPU speed.
