Proxy downloads via steam

My college has throttled the speed a single user can get to 350KB/s :( and downloading games at this speed sucks. BUT we have a proxy server to which if one connects gets unrestricted speed upto 10MB/s. But steam doesnt work in proxy making it impossible t download games at a good speed when i am connected to proxy. Is there a workaround?
Currently I am using proxy and am downloading torrents at 7-8 MB/s but cant download steam games. :(

Its not about my college restrictions I just want to know How can i download games on proxy coz steam normally doesn't allow VPNs and proxy.

There is no "Restriction". We are free to use the proxy server. Its not something we are hiding or is against the rules. They gave us the proxy server themselves the restriction is a formality. They dnt give a damn weather i watch porn or download torrent or download games.
