Can i download a game if i dont have the minimum requiriments?

Hi, I want to know if I can launch a game without having the minimum requirements but knowing that my computer can launch it.
I dont know if steam lets you download the games even if you dont meet the minimum requirements

I bought a game way out of my league steam let me buy it but running it was a different problem

You can download it just fine, steam doesn't care.

It's your own responsibility to make sure the games you purchase run properly, steam won't stop you from buying or installing anything no matter how far above your specs it is.

Steam doesn't look at what you can run....if you pay for it, you have it in your library. I've bought many games long before I had a PC that could run them as recommended.

Actually, Steam will not check things like CPU, GPU or RAM -- but if the game is 64 bit only, and you have a 32 bit system, it will not let you download it. Same if the game doesn't have a MacOS port and you're trying to download it on a Mac.
