What is the cheapest way to unlock Steam Community features?

Can someone help me?

I need to make trades on other account i have.
Could you tell me what is the cheapest way to unlock this?
Can i buy something on the other account and send to the main one?

You need to spend 5 dollars on the limited account. Either buy something on the store for 5 dollars or charge your Steam Wallet with that amount.
Receiving a gift or activating a key does not count for unlimiting the account.

After i charge my wallet with 5$ and the Steam Community features is automaticaly unlocked or i have to wait some days?

It will unlock automatically, it may take a hour or so after you charged your wallet.

Everything should be unlocked except the Community Market, which requires a purchase older than 30 days but younger than a year.
