If you dont have that mail anymore it looks pretty bad and your chances to get a refund are very slim.
There's no such thing as "tickets" as far as I remember whenever you refund a game. If I've understood your post correctly, you requested a refund via Steam support instead of the refund system that Steam has. Its usually automatic that they'll refund and it for you and if declined, it means that you've violated the refund mechanics.
Don't forget to tell us what that game you accidentally bought as accident.
He refunded it with the refund system and got the email saying its under review. Thats normal.
And yes, open and closed refund requests show up as tickets in your Support history page.

Although one thing that concerns me is that I've done countless of refunds and you said closed refunds requests also shows up in this support history page you've sent. I've checked mine and its completely empty.
If what you said is true then explain this further?
For me they show up. But i think only for a certain time after they finished.
I refunded about 15 games in the last 3 years but only my last 2 refunds show up for me since they were in the last 60 days or so.

OP mentioned its been 2 months passed so that's really an estimation of 60~ days..
Yeah but his account still owns the game so it never did get through. Of course if someone canceled the refund request before it was reviewed nothing would show up also.
