If I send Steam Digital Gift Cards to my friend...Will he able to use steam wallet (market as well)..??

He needs to spend that money himself by either buying something on the store for at least

The Steam Wallet its always enabled. If you send him a gift card the money will be added to his wallet and he can use it for buying things on the store or the market.
But buying on the market only works if his account is unlimited, meaning he spend at least 5 dollars on Steam. The money from the gift card does not count for that.

The person/account that buys the digital gift card spent money in steam store.

The person/account that receives the digital gift card is spending store credit (not money).

You are not limited. You can send a request at any time.
