In general you shoul be careful with modding of games that have a competive online component. Changed files COULD trigger a anticheat system in that case. But apart from that...
I have been using uncensor patches and mods from outside of Steam for years, never had any problems.
The only thing that can happen is that if the game you patched or modded gets a new update on Steam, that the mods/patches no longer work after the update.
But thats about it.
so then so long as you don't mess with protected games you won't get issued a ban from another game
also nah most of the games i have are single player games with some just need a translation or uncensored patch/download add-on from another website that's not officially on steam.

In Steam´s case, all games by VALVE are 1st Party, so CSGO, Half Life, Portal, Team Fortress 2 , Left 4 Dead and so on. 3rd Party is everything else on Steam.

although it does make me wonder if games like VRchat is still 1st party since it's on steam and has the name STEAM in it
Not developed or published by Valve so 100% 3rd Party.
But to be honest the whole 1st party/3rd party thing has not that much meaning on PC, its very much a console focused term. Because there it makes more sense with the hardware being provided by different companies like SONY, MICROSOFT or NINTENDO.
