Bought accounts might have incoming VAC. They are sold because the account is known to be toast. And buying accounts is against Steam rules.

Well, that and stop playing in internet cafes if the OP's been doing that. Shared PC's are bad news as you can't be sure that they don't have cheats installed on them.
