how do you chane where the games download

hi all, new to this and not tech savi.
trying to download htc vive software to the lap Top, but there is not enough memory in the ssd or c drive, tried changing default setting to d rive which has ample of amount of storage, but it is still trying to save to c drive, help PLEEEEEEASE

you click steam in the top corner go to settings then downloads and steam library folders then click add new folder and navigate to where you want to download to and when you go to download a game click the box with the download locations and click the new one you added

i've done this, but when i try and download the software, it wont give me the option of which file to save it to, even though i've set the new folder as default.... and it is still telling me not enough disk space..
