Continuous Harassment / Way to Transfer Games to New Account

hello, everyone. i've been dealing with some drama for the past few weeks already.

There was some drama that occurred with this user and my friends; she'd been harassing my friend for some time after he didn't want to continue their friendship i.e. making new discord accounts to get into his server/talk with him, trying to get into mutual friends' servers that he is in as well, and even going so far as to (somehow) befriend one of his friends, log in to that friend's account, and message him to impersonate that friend, just so she could talk with him.

My friend has been dealing with her attempts for over a year now, and after all of us getting sick of it, I called her out on her behavior, blocked, unfriended her, etc.

About 2 weeks ago, she got into my friend's server again, to which we kicked and banned her. I got annoyed, and acted on my emotions by commenting on her steam profile '♥♥♥♥in stop' -- which I have since deleted because I knew she was going to try and get people to come at me because I opened a can of worms. I regret my decision to comment that.

Ever since then, she keeps linking my steam profile on her bio as attempts to get people to harass me. Even though I've continuously changed my steam profile - removed all my friends, artworks, groups, screenshots, comments - as well as my ID, she would keep stalking me and changing the link in her bio - even though I've literally changed my id to 'flaps_is_a_cyberbully"

I accepted that she wasn't going to stop, and so I decided to mess around with it by making my profile a replica of hers, but mirrored: same pfp and artworks posted (she just has anime screenshots as her 'artworks'), except mirrored horizontally, same background, copied her bio except I changed where she linked me as a link to her profile instead, etc.

I did this not because I'm trying to impersonate her, as I'm not going around pretending to be her or spread lies about her. I did this because I thought that the absurdity was funny, that this would prompt her to stop linking me, and that her essentially looking into a mirror whenever she'd go to my profile would make her realize how stupid she looked.

This isn't the first time she has done this before. When she was upset that my friend wanted to end their friendship, she did the same thing where she would link his profile in her steam for months.

I've reported her multiple times already but no action has been done, despite the fact she's literally called me "garbage," a "devolution of human kind," and a "wasted body of human kind." (in her comments section)

I would like something to be done about this, as she has done this kind of behavior to my friends and I before and it has consistently gone on with no punishment or consequences.

If this is not possible for whatever reason, I would like to know if there's a way for me to delete my account but have my games transfer over so she can't find my profile anymore.

TL;DR - this user has continuously harassed and bullied my friends and I and will not stop stalking me and linking my profile in her bio to direct harassment towards me and I want it to end

Accounts are not deleted, not even on request. You can ask to terminate the account though.
Keep in mind that Steam wallet credit and games are not transferable.

1. You can NOT transfer games to another account.

2. Report the user through their profile, BLOCK and move on.

Ok, first of all remove the link. It's against the rules to name and shame since regardless if we believe you or not we can't know for sure and there is no point in linking the profile anyway since us users can't report others based on hearsay.

You can family share the games to another account if you feel like it: https://support.steampowered.com/kb_article.php?ref=3784-QLBM-5731

Might be worth it for a while until it dies down?

Thanks for your input. I was thinking about just dropping it altogether since it doesn't look like she's gonna stop; I'm just wasting my energy in that case.
