Steam.exe - Application Error (0xc0000102)
The application was unable to start correctly (0xc000012).

I can't open the client. It won't even fix on restart. Turns out my steam folder is corrupted and not accessible.

Open task manager and check that no instances of steam are running. If any instances of steam are running end them and restart steam. If this gives you the same error you might just have to reinstall steam.

I'll give it a try, but right now I'm checking and repairing my hard drive.

Okay it did the trick, it solve my steam client from corrupting. It didn't shut down properly when I turned off the computer and that made the application crash on boot. It just need to perform chkdsk on C:/ drive and repair.

I know this post is fairly old but thank you!
I've just had this problem today and I've managed to get it fixed with this method!

This thread was quite old before the recent post, so we're locking it to prevent confusion.
