Playing games from another region (WITHOUT VPN)
If a person travels to a country, where a free game (in my case its black squad) is only available in that region and some other region and then downloads and play it when returning home is that a violation against the steam policy?

Recently, I've travelled to Japan for holidays and wanted to find gift cards there, I found that the only way to do so is to use the Konbini method and by adding wallet funds from a Japanese Konbini, this would mean that I have to update my country store region to Japan which I did, now that I am back in Indonesia I still have 2 weeks before being able to change my store country to Indonesia. While browsing the store I came across a free game named "Black Squad" I've always wanted to try this game but am unable to do so due to region locks of the game, specifically only the steam version, since my store country is still in Japan I am able to add this game to my library and download it LEGALLY WITHOUT THE USE OF VPN, despite the steam version of the game being region locked out of Indonesia, it is still possible to play the game and get on servers in Indonesia and from Indonesia WITHOUT THE USE OF VPN, only the store page is locked and even upon switching my region back to Indonesia I will still be able to see, launch and play black squad but in my current case my store region is still set to Japan so I am able to view the store page WITHOUT VPN, the question is, once I switch my store region back to Indonesia, am I allowed to legally play the game without breaking any steam/black squad subscriber agreement? I've been looking everywhere and can't find a straight answer.

Valve does have very strict rules concerning the use of VPN for Steam access. If you wanna stay on the completely safe side, wait another 2 weeks before getting that game. It should still be free by then right?

It is a Japan region locked but only the store page, my store region is still in Japan so therefore I can access and download it, upon switching back to my region for some reason it is still playable and I can jump to SEA servers, the question is despite myself not using VPN for this matter and legitimately going to the country where it is available, is it still violating the steam TOA of playing a game from another region? In terms of downloading I have already downloaded the game in my library since my current Japan region is allowing me to do so, I'm just concerned of whether I can continue to play it or not.

Steam rarely concerns itself with activated products of users. Those rules are there to discourage and prevent the trading of non-activated regional keys.

I see, so the region locks are basically mainly used to prevent cheap game trading such as users buying cheap games from the Russian region.

So as long as a user is also not using VPN to activate a game for himself the user is safe, meaning to say I'm most likely on the safe side of continuing to play the game?

since I activated it for myself and did not use VPN
