While Steam, in many ways, doesn't understand security they are still quite correct that "reset password" should be a last resort type of thing. And Steam just loves their market/trading penalties to force people to do certain things.

It's also not an actual issue for most people. If you just found an old account that you didn't even know the password for, chances are that "using the community market" isn't the first thing you want to do. And if, for some reason, you actually do want to use the market -- just pretend you found the old account a little later. Like when the penalty has expired.

I guess the month allows more time for people with inactive accounts to notice and secure their account.

Recent Password Reset

If you forget your password and need to reset it (note: this is different than changing your password), you will be restricted from trading and the Community Market for 7 days. If your account has not had any activity for more than two months, these restrictions will apply for 30 days. We do this to help protect users who lose access to their email account.

You can change your password from the settings panel in the Steam Client. This restriction only applies to password resets, ex: done via https://help.steampowered.com or by Steam Support.

The rules are for everyone. Once you trigger one, no one can reduce/remove it.

And forgotten account could get hijacked and then use the market right away, no thanks.

Still they should make it so you can undo it

If they had that option, others would take advantage of those who are not careful with their account security.

Steam Support can't even remove a cooldown of any kind.
