144hz Issue.
This is for Geometry Dash.

In fullscreen mode, my monitor changes from 144hz to 60hz. If I exit the game, or if I put it in windowed mode, the game works in 144hz/fps. I tried turning on and off vertical sync and smooth fix on both windowed and fullscreen. V-sync affects 144hz on windowed, but not on fullscreen. Any tips? This would be a huge help since on windowed, there are frequent lags and stuttering which prevent me from being consistent.

Also, my monitor, even though it is a 144hz monitor, only maxes out at 130hz. I tested with nvidia control panel and the 144hz option is not shown. The connection from my monitor to my gpu is through a dual-link dvi. That should've been able to support 144hz.

I've tried bringing the graphics and such to the lowest, but it caps at 130. Other games I don't have a problem with because (1.) I don't care enough and it doesn't do much of an effect and (2.) there is a built in resolution and hz option in the game.

Your monitor changes? You don't mean that the FPS goes up right? I don't have 144hz but my games go higher than 60 in many cases.

What have you set the refresh rate in windows to? Might be a seperate thing from the nvidia thing.

The way I can tell my monitor changes is because my monitor blinks to black, gray, and back to black, then to the game. If I move my mouse around, I can see a clear difference between the game mouse movement, and monitor (and other games) mouse movement. The fps caps at 60 in fullscreen and not at 130 (which it should). My refresh rate is set to 130hz.

Also, my main issue is about the game refresh rate issue, not the 130hz-144hz issue. The 130-144hz issue is probably due to not using a display port (my gpu can't connect to that).

Ah, it's just a issue for a specific game?

Some games are just made for one framerate, could be the case for this.

This issue is happening in every steam game in full screen. But once I make the game windowed, it is back to the normal 130hz. Also, on G-Mod, the fps is shown as higher than 130, but it is obvious (to me at least) that it is still at 60hz (The screen blinked gray to black and the mouse stuttering more).

The case is most likely yes, my gpu does not have a DP connector, but I am pretty sure a dual-link DVI should support 1440p and 144hz. Correct me if I am wrong.

Here is a free game thing for more testing: http://www.xonotic.org It's an old variant of quake that should be able to do any stupid high refreshrate and FPS without problem. Just in case it's an issue with your games and possibly steam.
Download it and give it a go, It's not popular online but it should have bots or some traning thing. Post your settings in a screenshot if it didn't work.

EDIT: just tried the game again and it defaults to fullscreen, vsync off and no cap. Great for testing if you change something.

DVI-D Dual Link cable. Tested the game. Even without changing anything, the game ran smoothly and at 130hz. How could I tell? At the game launch, mouse movement (before the game made the mouse cursor different) was smoother (than 60hz) and there was no gray to black blinking at the launch. I couldn't find the v-sync option or the fps cap option. But it seemed like 130hz worked anyways.

In fullscreen? That's something at least.
Video options should be in that lower square when you start the game, it will maximise and show video settings on the first screen.
I'm curious what enabling Vsync would change the framerate to for you, would it go to what you set your monitor to aka 130?

Do you have some framecounter? nvidia shadowplay has one if you need it in a non steam game like this. I'm not saying you can't tell the difference but it's nice to see the specific number just in case.

Anyway if this game works like they all should then it might be something else.
Got any other games that doesn't use steam? Maybe overwatch or some battle.net game. Starcraft 2 is free now kinda.

Another thing, try to shut down every software you can that runs in the foreground and background. shut down anything that you don't need to run games, all chat stuff like discord, skype, antiviruses.
After that play a game(which starts steam anyway)
Could also try to disable the in game steam overlay.

It was in fullscreen. I found the video setttings, but there was no v-sync option. Without tampering with any settings, I got a steady 130fps (using shadowplay). V-sync should make it so the frames is equal to the monitor refresh rate, so it seems that it is already enabled.
I tried it with Overwatch, and it did not get locked on to 60 fps. I believe this issue is for steam only. All other games work fine.

That was unchecked for me, should be for you also.

If nvidia says you only got 130 and not a single frame more that means that vsync was enabled somehow, probably outside the game.
I get like 200 something on my crappy 60hz monitor.

If you get exactly 130 in that game then it might be something else than Steam.. Maybe gpu settings.

Try reinstalling your nvidia drivers and checking the "clean install" option.

On Xonotic, I have 130 fps with vertical sync and 940-950 fps without it (and unlimited frames). I don't know why it defaulted to v-sync.
