Steam can't create shortcuts
I reinstalled Windows 10 and when I then install games I did not get any desktop shortcut, I could not even use steam's "Create a desktop shortcut" to create shortcuts, windows told me that a Steam service was blocked, but even after I disabled windows Ransomeware Protection" it does not work.

Now when I use steam to create a shortcut it create a empty shortcut called "War Thunder.url" without any icon, and when I click on it Windows just ask if I want to open in in "Internet Browser".

How can I fix this without turning off and protection, just now have I added Steam to trusted programs within Windows 10, but it did not help.

Edit: I have uninstalled Steam and then Installed it again and that did not help, Steam still make empty shortcuts called something like "Human Fall Flat.url".

I made a restore of Windows and now do several face palms for not trying to run as Admin, I feel so stupid now.

Hi, follow these instructions here:
1- Windows+R and then type or paste the following command on the "Run" window:

"C:\Program Files (x86)\Steam\bin\SteamService.exe" /repair

2- Press enter and wait. It should work.
