Steam save files are not restored in a new computer
So, I want to play games on my new computer, but the save files are not there.

For instance, I want to play Dark Souls 2 from where I left off. I installed the game and no save file was there.
So I uninstalled it, made a backup from the old computer, using the tool that Steam provides me, and chose the option to restore the save file in the new computer.
The game installed faster, but the save files were still missing.

I'm pretty sure I must be able to keep the save files and restore them with the backup option, since some games do not have cloud save. Then, why is it not working for me?

Download them from here and put them in corresponding folder on your PC

Two of my games I want to play are not there. Dark Souls 2 being one of them. FFVII the other one.

Then copy the whole C:\Program Files (x86)\Steam\userdata folder from your old PC to the new one

Two of my games I want to play are not there. Dark Souls 2 being one of them. FFVII the other one.
And none of those two games support Steam Cloud. That's why they don't sync

I knew they didn't support cloud saves. So I'll try copying the userdata

Copying the user data did not work. And there is no data from the games in the My Games folder...

Try backing up save files with this tool https://www.gamesave-manager.com and then restore them on new PC.

It worked with DS2. I have faith it will with FFVII.
