What do you mean " move to Steam"? UPLAY games are UPLAY games. You can at maximum add them as a "non Steam game" which just gives you a link in your library to start it.
Thats all.

If you want all Steam functions ( playtime counter, achievements, trading cards and so on) you have to buy the game directly on Steam.

Ubisoft gave everyone a free copy of Assassin's Creed Unity so when I claimed the game it added it to my Uplay library. I'm trying to add it as a "Non-Steam Game" but when i search for it in my library I can't find it.

assassins creed unity they are giving away is tied to uplay, not to steam. so answer is no. thats not how it works.
you can add it as non steam game however (i think, never tried to add uplay games as non steam games), just select the exe located on your drive.

When it comes to Uplay games. I just add Uplay.exe and then the shortcut's URL as the former's launch argument.

While you should be able to find Assassin's Creed Unity's executable by using the [Browse] -button and going to wherever you installed it (by default it's C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\games\)

That's not how non steam games work. You add the exe from the uplay folder and when you launch it from steam all it does is launch it from uplay and enable you to use the steam overlay.

The game will never be in your steam library.

Log into Uplay and activate the game
Simply go to your Steam games Library, and launch an installed Uplay-enabled game from Steam. If you are not already logged in to your Uplay Client for PC, you will be prompted to log in.
download Uplay here if you haven't a desktop
