If I install steam (and the games) from my computer, will the games still be on my steam account?
So basically I’m building my pc and giving my old laptop with steam and all of my games to my dad. If I uninstall steam and it’s game on the laptop, and on my new pc I install steam and login, will I still have my games? Also will the progress save?

Yes and yes.
Your Steam account and all games is tied to you not your PC.
But games will not be installed and downloaded. Just a grey title.
Why not connect your old Laptop to your new PC with an ethernet cross over cable then copy the Steam folder over will save redownloading all the games.

Just an FYI you shouldn't need a crossover cable anymore. Modern NICs should have auto MDI-X and any cable will work.

Also, gamesave-manager.com is a good piece of software to backup any games that don't support the cloud.
