Double speed when throttling
Been trying to throttle my downloads recently. Tried to set my speed down to 256 KB/s. (2.0 Mbps)
Does the download slow down? Nope! It's still going quite fast, even double that of the throttled speed setting!
There are other games downloading in the background, and as you can tell, time is money, so who in their right mind at Valve decided to foul-up this setting?

kB/s or kb/s? The difference is a factor of 8. Quite a lot. 256 kB/s is a friggin' huge lot! If you want 256 kb/s, that's 256/8 kB/s.

If you turn on the "show downloads as bits per second" in the Steam Client, you know what I mean, also I put both figures on there to show what I meant.
Appears as though the effect was temporary and the throttling is working as intended.
