Steam can be buggy at times you can connect other times you can't.
You shouldn't delete Steam cookies rather delete Steam Web browser cache and
Steam downloads cache.

Thank you very much for your reply, I don't exactly know the speed of my internet, but in games my ping is always between 45-80, it worked when I watched through the website and not client tho, the internet connection of my friend is not the best at the moment, I think this could be an issue, his settings and mine are correct, we checked them multiple times now.

Today I only just discovered a fix -
when that Loading Screen pops up right-click the mouse & select the last option 'View Source'. a text Script will appear, but wait for about 5 sec & the broadcast should start! (has worked 4 times in row for me now -so I hope it works for you. LMK if it does or doesnt

Thank you for your advice tho, I will try it later and let you know if it worked or not.
The only way I have found to watch my friend is with the browser version of steam, not client. Maybe this will help you too.It is just not as handy as client but I have no better idea.^^
