Unable to add Group Chat Avatar

I'm creating a new group and am the admin of the group. I can modify the name of the chat, add a tagline, and also sub text channels on the left-hand side, but I keep getting an error message when I try to add a group chat icon. Is this a server-side problem? A former group I belonged to I moderated and had permissions to add icons and never had any issues (we changed our icons a lot, heh). I restarted Steam but the problem persists, and I am using the same size image as before in my other group.

Just tried it again and it said I wasn't logged in, despite the fact of course I am. Second time I tried it listed it as a server error. Perhaps this is server-side.

I've been trying to add an avatar to my Steam group for over 1 year. Still have not found the answer. Did you find one?
