wow i thought i was the only one with this awful problem. I figured out myself it has something to do with the dpi scaling. im using 125% for its better for my eyes..
There is also a glitch in the library when you uninstall a game with 125%dpi, steam will not display the confirmation window correctly ,where you are asked if you really want to delete all game files or abort the uninstallation.You cant click on anything, so steam becomes unresponsive and you have to kill the client in the Taskmanager...!!
I have this problem much longer than two weeks now.I remeber it first occured with an steam update half a year ago maybe. I read the patchnotes and it said they implemented windows dpi scaling support for steamapp.But it seems to get even worse with every new update. I googled alot but didnt find any thread for this strange problem until now. Finally!!. It seems though it is not a rare bug but a general problem with the dpi scaling and under windows 10. the mouse cursor seems displaced for not scaled correctly ? idk. i hope they will fix the problem soon,now that more people are having the issue!
Not everyone uses a scaling above 100%,so of course not everybody is affected by this
Oh and it's definitely caused by Windows 10 DPI settings. Changing them back to 100% default works.
Also valve is slow and 2 weeks are nothing, they can easily take years to fix trivial problems. Just look at this forum, it's still optimized for 4:3 displays which are like a decade out of use.
Don't know for how long but after that everything is ok. Using beta.

I tried it ,and it looks like it solves the issue with the cursor displacement.
Everything works now like a charm with 125%dpi.
the linux edition works perfect fine btw.
I also cannot scroll normally on store/forum pages in the Steam client. If I click and hold on the the bar along the left side and drag the mouse up or down, nothing happens. Nothing at all.
My only option to scroll is to roll the mouse wheel up or down, or click the arrows on the bar a million times. Neither of which is anywhere near as fast or convenient as just simply being able to click on the freaking scroll bar and drag it around.
I guess that saves me money though because it makes me avoid the store like the plague.
The scroll and other problems in this thread have been around for at least a couple updates now, and this last one still did not fix any of them.
When will these things actually be fixed?
I literally can't find a way to delete or edit a comment. This is even more broken than I realized. And for such basic functionality to be broken, over several updates, is really, really, bad.
