You can buy steam gift cards, put funds from virtually any bank or card into your steam wallet.
If you want to use local-cash-money, find a store, buy a boxed game, and install it using the Steam code it'll come with.

If there's no any stores that sells these near you, you can use your credit card to purchase games from Steam.
If you don't own credit card, ask family member or friend who has credit card to buy you digital gift card https://store.steampowered.com/digitalgiftcards/
And then you can give them money in real life.
Of you can just buy games directly, on the Steamstore and most other game stores (depending on payment method; I did actually back out of a purchase at one time since the store didn't offer PayPal -- which connects to my bank account directly, as I don't even have a credit card).
If you mean physical copies of a game that isn't necessarily on steam, then yes.
