Changing store country while traveling
I'm planning a trip to Bulgaria soon, and I wish to purchase an Index while I'm there. I would use my Bulgarian friend's address and his local payment method (with his permission, of course).

The question is, if I change my store country in the account settings and purchase it that way, would I be at risk of having my account suspended, or is it a legitimate way of using that feature? Do I need to inform Steam Support beforehand? If I do, which category should I open the ticket to?

I've searched around and haven't found a concrete answer to this question, and I hope somebody here knows more about this than me.

I wish to purchase it there specifically because the Index isn't available in Israel. Not to get it cheaper, but to get it at all.

There's a cool down between location changes. Apart from that, should be not an issue.

Valve Index is only available ON Steam.

I wouldn't be using any such methods, I would be physically in that place.

That doesn't seem to go against what I wish to do, except maybe "Your store country must be set to the country where you currently reside", specifically the definition of the word "reside".

It wouldn't be okay because he'd be the owner of it, he'd receive the copy of Half-Life: Alyx and all of its Index exclusive bonus content, and most importantly he'd have the product warranty.

I'd be more comfortable about this if I could get an answer from Steam Support, but the Support site is kind of confusing me and I don't know which category I should open the ticket for.

I wouldn't use another persons payment method. That may create more issues than you want.

But the warranty can be transferred if done correctly. Not saying it is a good option though.

I'd gladly use my own payment method, but Steam requires a payment method that matches the store country that your account is set to.

I couldn't find anything related to hardware warranties on that page. Or do you mean I should use the "Have an account data question? Contact Steam Support" option at the bottom to ask a general question?

For anybody else wondering the same thing, I got a reply from Support saying that it's okay to purchase the Index while traveling to a country where it's supported and taking it out with you home, but that they won't be able to RMA it to your address.
