You'd do good to invest in a bigger hard disk. It's never a good idea to fill it up completely.
Have you tried running a disk clean up before starting Steam ? (maybe also clean up old Steam file if possible (?) )
Otherwise , I am not sure , but maybe Steam will let you install your games on an USB drive ???

Did you clean up disk first (system tools) inclding empty recycle bin ?

edit-payday2 has a file six of 96gb for me, and thats with all dlc
