I used that program for a long time.
If you create a shortcut for a steam game you'll see it has the format
steam://install/<appid>
steam:// is simply lets windows know to launch steam and send it the speciifc command. In this case its to install a specific game with a specific appid. There are various things you can do with the steam:// protocol
