Are steam skins allowed?
Hello, so very recently I found out I can change steam UI to other skins. In this case I was thinking on downloading the Metro skin, but since this skin is made by a 3rd party source, could it possibly get me banned or violate any TOS or anything like that?

no, but i think metro is buggy since last big steam UI update , try it it's been a while

All Steam skins are perfectly safe to use.
I usually download them from here http://steamskins.org

Of course they are allowed. Steam even has a menu for them:
Steam --> Settings --> Interface
There you can select between your installed skins.
