Steam Voice Chat Issue

so i'm having this problem for a couple of weeks now.

my steam voice chat isn't working properly (i sound like a robot on my friends' end and my friends sound like robots on my end). i haven't had this problem in the past.

i wouldn't ask here if i think it's a hardware issue, but never encounter any problems on my end with voice chats in-game (like DotA 2 and CS:GO). and i'm not encountering problems like this whenever i use other programs that offer VoiP.

plus, whenever i try to "Listen to self" (on my desktop Sound settings) or "Microphone test" (here in Steam), i sound perfectly fine.

any thoughts on what's causing this problem? i'm pretty sure it's not a problem with internet connection because my brother sounds fine on my friends' end whenever we play together (we use the same wifi router).
