not say its everyday with some gamers that it just dont work for anymore ( but that is what it looks like , most of the time its dota2 and csgo and they have change DL zone and other things to try get files from a server )

try this that sometimes fix steam many odd bugs ( im not saying this solve it, but its better then nothing and wait for someone that figure it out. )
enter steam settings and reset it download cache, just know your login /pw before you do this.
this has fix so many odd bugs by itself. ( other post call this master cache validation or verification of it. its same cache games validate its content with. )
I have tried everything I could ever do. this happened after the update of dota 2 compendium where at first i got stuck at 400+ mb then afterwards it didnt move anymore at all. then thats that I didnt even change any setting on my laptop or steam so i wonder what really happend
You might also try troubleshooting your network through Windows for any errors or setting faults.
if you are a skilled pc owner and understand this. ( i dont want user that wipe all games because they dont understand then dont do it. )

there is the old hardcore wipe way maybe.
( only hardcore gamers there know what they are doing should do this )
that is file location and rename steam to steam.old and reinstall steam
does that work ? exit steam move game files over to steam again and wupti maybe all work again ?
if you are not skilled enough to understand this hardcore wipe with restore content then dont do it. ( require skilled users that know what im talking about )
no im not i can access steam its actually fast even the contents and im pretty sure the download region is up and working since other friends dl region stayed unchanged. so idk really what happened
edit: btw yeah i have tried using troubleshoot and manually trouble shoot my network and it works fine I have tried pinging to their game servers and its up and running
I even tried accessing it from an HDD and tried to add new account profile just to try to see if it would work and still nope. yeah i have tried hardcore reset from regedit as well. so idk why its still like this. changed acc and still no luck. im assuming its some PC hardware issues
Copy the subfolder /steamapps/ and store in a safe place before uninstalling Steam, then do the following -
- Uninstall Steam
- Reinstall Steam
- Launch Steam ( you will need to have your log in info )
- Exit Steam
Drag and drop the content of your /steamapps/ backup to the new /steamapps/ subfolder - overwrite for all when prompted.
Relaunch Steam.
but same time newsteam install does DL work now with fresh install + no previous steam files if that was a issue. with old leftover files ( same as mod that screw up a game ) as i tried to explan require skilled people to know what if..as we call it.
yeah , it was only to prevent some lesser skilled people to waste time and wipe all games
and still not getting anywhere, and then we all get blaimed by user , have not learn the .old ways to recover and restore everything asap if all was pointless ( faulth finding process require skilled people that know waste of time can be a issue, not all people have patients for that part. )
PC hardware issues
no i dont think so unless you know a update that did this, try previous drivers,and you are not alone several other few people struggle with it, and either it works next day or they also want a solutions, try see last few days max 4 now, i think.
well I have tried that as well even tried placing it in a new directory and made another directory where admin rights are less secure to ensure that steam could be run even without admin rights. also tried running as admin

i think i can read same doubt in your statement, that not all of that was okay and even by standard.
i mean
why not ccleaner check system with junk and registartion database repaire
and use iobit advance system check system for bugs
and other free scanners test. plenty of them.
