A Steam user has an artwork that contains nudity but got unbanned in 24 hours?

First post and a rant at that too.
So I know this person that has a nude artwork of 02 of Darling in the Franxx anime and I did report it and their artwork got removed (I am pretty sure because they made their account private) but after 24 hours they got unbanned and posted that exact same nude artwork again.
It's ridiculous!!
Why can't they ban that person for a couple months (prohibiting them from uploading anything for a couple months)?
It just shows how much Valve even care to withhold their own terms and agreements!

If Valve wouldn't care, they wouldn't have removed that Artwork in the first place, and people do get temporary or even permanent bans if they violated the SSA multiple times.

Report the artwork again and move on.

Report it again.

Users that continually break the community guidelines usual get a more serve punishment each time they break the rules so the next ban may be longer than 24hrs.

If they keep reposting it then they could lose the ability to post UGC permanently.

Also Valve doesn't escalate to permanent bans THAT quickly.
