My brother's Steam account was stolen and email address changed. How can he contact Steam support about this?

The only thing he can do on this page is have is password reset, but since the email address was changed to the attacker's one, this option is useless at the moment.

How to contact Steam support about this? He can provide proof of ownership.

I've been there. When I click "My Steam Account was stolen and I need help recovering it", it just brings me back to the link I posted in the original post.

You could try to exhaust the wizard with another irrelevant issue. That'll give you an ability to send a ticket.

Seems to be the only option... It is weird that there's no way to contact them directly about this issue, though.
