If I buy steam gift card from the USA for a friend in Indonesia. Will they be able to buy games?

My friends birthday is coming up. Was going to buy him a steam gift card for his steam wallet. I live in the USA and he lives in Australia. I looked and they don't offer gift cards in Indonesia anywhere in the USA. But if I buy him a USA gift card and give him the redeem code. Will it work and let him buy games with it?
