its same issue as above already point out , its your security app that block it.
make allow rule to steam .exe and its game.exe.
if this is not possible turn off to test does it work now.
ps.
worst case is even turn off filter and its rule list is still active and as i recall even reboot wont help because it just auto turn on again, most have uninstall it app then test working now. reinstall app contact AV support page and complain there. ( so many gamers has caught AV app in this and they have take all choise from you , they dont even tell you they block it. and as gamers we are tired of app that dont inform you that av app doing and block it. ) but its also user own resposibilities to fix its own sequritys problem most AV apps do say that.
is this maybe a company pc where you are not have administrator rights ?
and dont forget double rule, could have happend here. norton and windows defender.
if you uninstall norton , windows defend folder security still effect it.
this was add to windows defender later that you need to allow thirdpart access, so apps actual do have rights to your folders, many gamers or tech people thought this was a bad idea MS made.
remove it then, something is prevent you from access rights "you dont have permission"
i thought it was a save game issue in personal folder under username.
reason is not the first time mod have broke a game and user dont know it, that mod usage is user own responsibilities and is modder problem. i have not seen this before unless something has screwed up your administrator rights in user profile in the OS.
try logout of current profile and check loging with administrator rights is there, or goto user profile also possible.
before trying so many odd things.
uninstall game, goto steam libs install folder and erase game folder name + ingame user save data or rename it to .old ( the smarter way ) what ever this is you cant get right to something you dont have rights to.
even admin cant get right to other system users data, require root access and convert ownership its a hell to struggle with such , then uninstall /wipe folder reinstall is so much faster.
you might want to reboot pc and only start steam and not other task if something interfering with steam ?
reinstall steam over current has also been seen as fix missing administrator rights.
it means enter file location of current steam installed games.
if you have lost administrator rights you might be in trouble already . most dont have such issue
this can have change doing security app change or raised security level some apps has such options.
in windows service's "steamclientservice" most run as services.
i doubt its that but it seen before some have remove it.
also it seen that migrations from old win7/8 to win10 cause security issue.
people that did a Fresh win10 dont have to make and special option to get it to work.
idea is past win security was not removed and that why it failed to converting to win10.
and now its faster to make a win10 then convert from past win.
ask any tech, here , they can tell you lost admin rights is not a good thing, and almost a byebye OS , if you dont know what cause this , that is same as not trust worthy system.
