steam an error occurred while updating manifest unavailable

Okay i been trying to fix that problem for 7 hours now all my games cannot update

So heres what i did:
- Change my download location to all the serves (i mean ALL OF THEM)
- Reset my router 7 times also clear download cache for idk how many times now
- Reinstall steam (also some games but i back them all already) what i get instead of manifest is this now "steam an error occurred while installing no internet connection" with is bullsh*t cause if I didnt have internet i wouldn't be able to post this in the 1st place
- Cannot play single player games that doesnt have "update required" still wont open cause of the manifest (the only way i could play is through offline mode)
- It cant be my net cause this didn't happen 15 hours ago

So when i do try to update it would just not update and que the next one (which wont update) and just cycles the updates from bottom to top not even letting me play any game (already turn off my firewall and antivirus)

Now Im lost IDK what to do not sure if the problem is from my end or valves anyone else encountered this now?

I part of me thinks its because of Steamworks Common Redistributables cause it seems to be the only thing off when updating games

then you start or reboot pc , you most not have a 169 range ip adr. that is MS IP Adr. same as a stand alone pc. (then is make sense all what you have wrote upthere. but same can happend if your isp loose connect to you or its connections to others.

and ofc this is not a steam offline mode. ( if so go online, just cover "what if". )

just click steam then settings then download then clear download cache.
but do remember login/pw , this should fix whatever "manifest " or outdate cache and should fix itself.

ps.
yeah it can happend a antivirus app or Firewall can block this but that require a update or change of its sequrity app it dont do this by itself from one day to the next ( could only happend if change was made and you did reboot every 24hours only but that is not normal, people do know update has happend or change of AV app.

it actual can happend most users has learn to have notication to me if ISP working on something, so you dont waste time on things that not your faulth.

I ve reboot my pc twice now and already contacted my ISP provider they say everything was okay from their end I ve tried testing some other launcher to see if its not my ISP thats the problem so for now I can confirm that its most likely a steam problem thx for the advice

yeah possible steam issue, but do look into allow rules instead of turn things off.

see steam guide help section with antivirus app / firewall if needed at all then it did work 24hours ago, imo. wait for it correct itself.

ive reinstalled steam and also dota 2. im all f*cked up. i hope this will be fixed as soon as possible

well maybe you should change it to a dota2 issue, if repare games dont work then its possible a dota2 issue only and not all the other things you have tryied to do to fix it.

i use uk london server and it works and then stopped at the middle lol

Here's my experience for fixing it so far for every small updates, the same error happens.

-Turn off Windows Firewall
-Change Download regions to (UK London or Manchester)
-It automatically updates then..

Day 2 still no luck tried a full re-installation made sure its a clean disk not using any sort of backup still doesnt work ..... hahaizz i guess I wony be able to play any of the games I bought =_= i guess ill go to the epic launcher and see what I can play there until this gets resolve...........

well its not just dota2 its all my games I can only play them on offline mode but kinda defeats the purpose for buying coop games =_=

Was able to finally solve the issue (I dont know if it will work for u but heres how I did it)

So I suspected that Steamworks Common Redistributables was the main problem and it was
So I manually deleted it in my library which causes all my games to update but because I deleted it It had to redownload itself after it was done all my games could update yet again.

Gonna keep watch and see if all games go through though time to wait ==

Welp it return to its problems after an hour decided to reinstall windows its fix now but i still dong know what cause that issue im certain it was steam cause other launchers and games work thats not associated by steam ==
