Steam client Bootstrapper high CPU usage when idling. - SOLVED
The title pretty much sums it up. The Bootstrapper does absolutely nothing. No playing a game, no downloading, no nothing else. And yet, it takes some 8-10% of my Ryzen 5 1600x CPU power. And that is rather much. Any advice, please?

is it continuous use or just a spike in usage here and there?
have you tried restarting steam or your pc?
It lasts for months. I just haven´t bothered to look for solution, because until now, it did not matter. But now, I need the full power of my PC to compute. Yes, I can always shut the Steam down, but that does not solve the problem.
Since that time there has been a new version of Windows 10, steam updated it self, ect. The problem still remains.
Do you have a lot of games installed or games with pending updates?
You notice that to Steam client uses12% and up to 20% on my Core i7-7700K for what spying advertising? all it is just malware.


In this screenshot, I’ve launched the Task Manager (this is Windows 10) and sorted descending on the Network column, by clicking on the Network column header. You can see that the process is using 95 Mbps of bandwidth. It just so happens that’s the maximum download bandwidth my Internet connection allows. You might be wondering about the 10%. Sounds like we’ve got plenty of headroom, no? To the PC, that’s only 10% of the maximum 1 Gbps Ethernet connection it has. But that’s the Local Area Network (LAN) speed. Just curiosity - does being in Offline mode or not allowing/using the Overlay reduce it, maybe because it has less it wants to keep checking for? Because for me bootstrapper fluctuates between 0-0.1% CPU (9900k) when Steam is in tray but "idle" (I'm not gaming or Online/downloading or using Steam to browse Steam forums etc). All the "client webhelpers" sit at 0% the entire time.

I mean granted my cpu is "high end" but cpu use for that process is almost non-existent vs. the 8%-12% you guys are mentioning.

I checked on my i7-920 system and it's also pretty much at zero percent when idle. Also Offline-mode.

same.. i don't think it's the process that is at fault. it's obviously checking for updates or something. that's what the process does
if steam client itself has an update, its update download progress will not show on the download page

restart steam, if it was a client update this will force it to finish

Solution 4: Disabling Cortana

Many users reported that disabling Microsoft’s digital assistant (Cortana) solved their issue. Cortana has administrator privileges and monitors your actions and gathers data so it can serve you well. In many cases, this can conflict with your software (in this case Steam) and cause unexpected errors.

Disabling Cortana isn’t as simple as it used to be. When Windows 10 was launched, you could easily disable Cortana by just a flip of an option. However, after the upgrades, Microsoft removed the option completely. However, there is still a way. We can edit the registry after creating a system restore point in case anything goes wrong.

Press Windows + R button to open the Run application. In the dialogue box type “regedit”. This is a command to bring up the Registry Editor in front of you. You may be asked to grant permission to run the program. If you are prompted, press Yes.

Set steam client to open by default to Library. If you have Steam Chat open, that is where the cpu usage is coming from.

Set Steam.exe in Nvidia control panel to Adaptive for Power Management

When launch steam.exe right click it and click run as admin, always launch it this way

Set steam client to open by default to Library.

Default is the store. You have to change it in the settings.

It's a known issue, been occurring for half a year for me. Click your profile from your friend list, let it load, then close the window. Works for me every time.
I will try it been working on the steam CPU usage for couple months now and the problem always some back.
Still never seen this issue. Even my older crappy pc with fx6300 idles @ 5% usage or less, Steam running or not
